12/5/23 @ 10:15 a.m. - Nassau County has been advised by the Florida Department of Transportation that their contractor, Atkins Global, will be installing a gas main in their right-of-way along US 17 that will require temporary lane closures to the northbound lane. The project will begin tomorrow, Wednesday, December 6, 2023, near Radio Avenue and will continue north to Pages Dairy Road as the project progresses. The times for the closures will be between 7:00 a.m. and 2:30 p.m. through approximately March 31, 2024.

The North Florida Transportation Planning Organization (TPO) is the independent regional transportation planning agency for Duval, Clay, Nassau, and St. Johns counties, leading the region's efforts in planning, funding and mobilizing resources to develop and maintain or transportation system. At this time, the North Florida TPO is developing its long-range transportation plan 2050 Path Forward and needs to hear from citizens in Clay, Duval, Nassau and St. Johns counties via an electronic survey at www.2050pathforward.com.

If you have any questions, please reach out to Marci Larson, Public Affairs Manager of the North Florida TPO, at (904) 306-7513 or via e-mail at mlarson@northfloridatpo.com. -Sabrina Robertson Public Information Officer 10/24/23 at 3:30 p.m. - At the Monday, October 23, 2023 meeting, Deputy County Manager/County Engineer, Robert Companion, provided an update on Capital Improvement Plan (CIP) Projects. The County's CIP is updated annually during the budget process and provides a proactive approach in planning for infrastructure needs such as roadways, facilities and parks. Not only does it identify projects and funding sources, it also provides a project schedule. The County's current Five-Year CIP includes $159 million in projects that are currently funded. Of those, $37 million in projects are currently underway with an additional $48 million in projects anticipated to begin within the next 6 months. Like many other entities, the County has suffered delays due to external issues such as lack of qualified bidders and supply chain issues. Regardless, we have continued to move forward to ensure that the Board's priority projects are being addressed. Additional information can be heard in Mr. Companion's presentation which is linked below. However, below are highlights of a few projects that may be of interest to our residents. Transportation and Drainage Projects: County Road 108 Safety Improvements This project consists of resurfacing, striping and adding new signage and was broken into two phases. The first phase is the segment between Middle Road and US 17 project which is currently under construction and nearing completion. The second phase is between Bay Road and Middle Road which is also under construction and nearing completion. Amelia Island Parkway Trail This project consists of adding a multi-use trail from South Fletcher Avenue to 8th Street and will be done in four phases. The first phase is currently under construction and should be completed around May 2024. Bids for Phases 2 and 3 are anticipated to be advertised within the next 6 months. Phase 4 should be advertised to bid in the fall of 2024. Pages Dairy/Chester Road Intersection The County is currently working with CSX on a railroad agreement for work within their right-of-way. Once the agreement is executed, the County will advertise bid, hopefully before the end of 2023. William Burgess Boulevard Extension This project will connect US 17 to Miner Road, providing another route parallel to State Road 200. On the October 23rd meeting, the Board approved an easement within JEA's property for drainage purposes. It is anticipated to be bid-out before the end of 2023. Henry Smith Road This project consists of resurfacing and improvements to the 1.9 mile long, two-lane roadway from County Road 108 to US 1. This project has been sent for bid however all bids came back higher than the budgeted amount. Staff will be seeking direction from the Board about how to move forward. Spring Lake Estates This drainage project was designed in-house, however outside contractors are needed to complete the project. A contract was issued in mid-October and following a pre-construction meeting in the next few weeks, work will commence for Phase 1. County Road 121 This project consists of multiple phases. The first phase is for reconstruction and resurfacing of the segment between the Duval County line and County Road 119. The bid for construction will be sent out in early January with the intention to begin construction in March. Phase 2-5 consists of resurfacing the segment between County Road 119 and US 1. The County anticipates advertising a Request for Qualifications for design within the next 6 months. Pratt Siding Road This project includes paving the 1.5 mile long, 2-land dirt roadway from County Road 115 to US 1. The design is completed, however the County is currently working with about 28 property owners to obtain additional right-of-way needed for the project to move forward. Pages Dairy Extension This includes extending Pages Dairy Road from Chester Road to Blackrock Road. This project was funded for design and construction in the 24/25 Fiscal Year. Staff is preparing to advertise a Request for Qualifications for the design process so that once funding is available, design-work can commence fairly quickly. Amelia Island & Buccaneer Trail Roundabout Construction of a roundabout will improve the intersection's safety and operation. The design process is nearing completion. During the Winter Strategic Planning Session, the Board will discuss when to fund the actual construction of the project. Public Works Projects Fire Stations 70 and 90 A site has been acquired on Old Nassauville Road for the new Station 70 (the Station 90 will be at its existing site on River Road). The design process is nearing completion and staff is working on obtaining the necessary permits. It is anticipated that construction for Station 70 will commence in November 2023 and Station 90 in December 2023. Old Sheriff's Administration/Jail property on SR200 An environmental study has been completed and a contractor has been selected for removing/demolishing the portables. Bids for demolishing the main structure are due in November 2023. Fire Station 20 Quarters Addition This consists of design a new crew quarters at the existing station. The design process will begin in December 2023. Parks & Recreation Projects Westside Regional Park The design process is completed and timbering (tree removal) has begun at the site. The County is preparing the bid packet for construction which should be advertised before the end of 2023. This timeline would have construction commencing in the first quarter of 2024. Goffinsville Boat Ramp Improvements This project is meant to improve capacity, user ease and safety at the launch facility. A study has been completed to address the eddy current. The design and specifications will take a year to complete. It's anticipated that work will commence at the end of 2024 to address the eddy current. Nassau Crossing Park Improvements A bid has been issued for the soccer field sod and irrigation. A bid is also being advertised by the end of the calendar year for construction of the splash pad area. Sports Complex Improvements Activities recently completed or currently underway at the various sports complexes include: improved player/spectator safety (netting and backstops) at all complexes; new bleachers with shade structures a all complexes; field lighting at the Callahan soccer/multi-purpose fields; and playgrounds at the Callahan, Hilliard and Bryceville Ballparks. The CIP also includes $7.45 million in chip seal projects and another $24.36 million in pavement management projects. Chip seal is an alterative surface treatment used to create an asphalt layer and is often used on lower traffic volume roads. Pavement Management funds are used to improve/repair existing paved roads and increase their lifecycle. Again, these are just highlights of some of the capital projects underway. The U.S. Environmental Protection Agency recently announced more than $1,173,004 from President Biden’s Investing in America agenda to expand recycling infrastructure and waste management systems across the State of Florida. We are excited to report that Nassau County has been awarded a Solid Waste Infrastructure for Recycling Communities Grant totaling approximately $500,000 to be used for improving its recycling program. This award will allow the County to optimize the intake and outtake process at the Convenience Recycle Center in Callahan, as well as its recycling site located in Yulee. The County will also increase, expand, or optimize collection and improve materials management infrastructure to ensure customers deposit recyclables in the correct bin. All of these actions will increase capacity at recycling facilities, reduce container overflow and minimizing incorrect disposal. “The Board of County Commissioners recognizes the importance of recycling and reducing the amount of waste being sent to the landfill. Like many growing counties, we continue to search for ways to improve recycling through educating residents and offering recycling opportunities throughout the County,” said Chairman Klynt Farmer. “We are proud to be selected for the Solid Waste Infrastructure for Recycling Grant and look forward to leveraging those funds to improve Nassau County’s recycling program for the betterment of the environment and our residents.” The Solid Waste Infrastructure for Recycling Communities Grant is being made available to all U.S. states and territories and represents important steps in achieving the Environmental Protection Agency’s National Recycling Goal and Food Loss and Waste Reduction Goal. Funded activities include improving post-consumer materials management programs through developing or updating solid waste management plans and strengthening data collection efforts. Contact: Sabrina Robertson Public Information Officer (904) 530-6010 srobertson@nassaucountyfl.com ELECTED OFFICIALS SITE TOUR AND PROGRESS UPDATE FOR THE CALLAHAN WATER & SEWER EXPANSION PROJECT Nassau County, Florida, September 4, 2023 – On Monday, September 11, 2023, the Town of Council of Callahan will host a site tour for the Board of County Commissioners and provide a progress update on the Town’s water and sewer expansion project which will provide utilities to the Crawford Diamond Industrial Park and the surrounding area. The Crawford Diamond Industrial Park is a McCallum Sweeney Certified Industrial Park consisting of 1,814 acres and approved for up to 10.5 million square feet of industrial use. It’s proximity to three ports, two interstates, and two railroad lines makes it a prime location to drive economic development with the opportunity to bring thousands of jobs to Nassau County. However, attracting companies has been difficult due to the lack of water and sewer services at the site. To resolve this issue, the Nassau County Prosperity Plan provided $4.5 million of funding for an industrial water plant to support the Crawford Diamond Industrial Park. The funding provided a match for the anticipated $11.4 million State DEO Jobs Grants award to the Town of Callahan to construct a 3 million gallons per day (mgd) water plant to support job creating industrial development. This combined collaboration makes the $15.9 million project attainable. With the utility portion in process, a coalition consisting of the Board of County Commissioners, the Nassau County Economic Development Board, JaxUSA, Florida Power and Light and the Town of Callahan are collaborating to market the site to potential developments. Work commenced on the water and sewer expansion project in 2021 with the design/build project awarded to TB Landmark (contractor) and Mittauer & Associates (Design Engineers). To date, approximately 3.6 miles of line along Highway 301 to the site have been installed. The electrical control building, high service water pumps and three wells are in the works with completion expected by mid-2024. “The success of any entity, be it a family, church, business, or country, starts with a strong foundation. For the Crawford Diamond Industrial Park, a big part of that foundation is the water and wastewater system. The Town of Callahan looks forward to serving the businesses that come and build upon this foundation”, stated Randy Knagge, Mayor for the Town of Callahan. On September 11, 2023 at 9:00 a.m., representatives from the Town of Callahan will host a brief site tour for the Board of County Commissioners and provide an update on the project, including anticipated timeline for completion. Nassau County is currently experiencing issues with certain video detection and infrared detection cameras across our coordinated network of traffic signals along SR200. The signals are owned by the Florida Department of Transportation (FDOT) and maintained by Nassau County. These signals are also timed and synchronized by a professional traffic engineer, either working for or hired by FDOT. We are aware of the issues, and we are actively working with the manufacturer of coordinated traffic system and the traffic signal detection equipment to resolve the problems. This week, technicians from the manufacturers are on site to help us diagnose and fix the concerns. This includes the intersection of Blackrock / SR200 where we are experiencing intermittent detection issues with certain movements. In case you missed it! Work has finally begun on the anxiously awaited County Road 108 project. There are two project areas: Middle Road to US 17 and Bay Road to Middle Road. The project scope for both segments include repaving the existing road, improved signage and road striping, and improved geometry of multiple curves. This project has been a priority of the Board of County Commissioners for several years. Unfortunately, there were many delays that began with the onset of the COVID-19 pandemic including lack of qualified workers and supply chain issues. As a result, both phases of the project had to be re-bid several times before a qualified bidder was identified. On May 22, 2023, the Board approved a contract with Preferred Materials, Inc. for the segment from US 17 to Middle Road. Project commenced for this section on June 26th near Hilliard Middle/Senior High and has already reached Eastwood Road! On May 22, 2023, the Board also approved a contract with Hubbard Construction for the segment from Bay Road to Middle Road. Construction on this segment commenced on Monday, July 10, 2023. Both projects are anticipated to be complete within the next 180 days.
