While at the Congressional Baseball Game, Congressman Bean took advantage of the swag donated by sponsor Purina, stuffing Mrs. Bean’s purse with bags of the tasty snacks, bringing them home to NCAS and into the paws of the Nation’s Greatest Kitties. You may already be familiar with Julie as she previously served as a Branch Librarian and as Assistant Library Director. Julie has also been serving as the Interim Library Director since February 2023 following the retirement of long-time Director, Dawn Bostwick. During her time as Interim Director, Julie has proven to be resourceful, professional and dedicated to serving the residents through planning and management of library activities and daily operations. In addition to managing the Library staff, Julie has been working on developing libraries policies, coordinating adult library programs, and promoting of all the wonderful services the library system has to offer our community. Another important role is working closely with the various Friends of the Library groups, supporting their mission to promote literacy and lifelong learning through programs, advocacy and fundraising for the library branches. Upon being selected as the new Library Director, Julie stated, “As I step into the Library Director role for Nassau County Public Library, I am filled with an overwhelming sense of excitement. The opportunity to serve this vibrant community and foster a love for knowledge, exploration, and lifelong learning is an honor beyond measure. Together, we will continue our tradition of ensuring Nassau County Public Library is a sanctuary of curiosity, a gateway to endless possibilities, and a source of knowledge for all who seek to embark on intellectual adventures”. Julie’s education includes a Bachelor of Arts degree in Organizational Studies from Bethel College and a Master of Arts degree in Education Media Technology from the College of St. Scholastica. A true public servant, Julie has served her community as a member of the local Amelia Island Sea Turtle Watch Group. Julie also served our Country as a member of the United States Air Force and the Minnesota National Guard. Director of Strategic Advancement, Brandy Carvalho, stated, “Working with Julie over the past year, I have witnessed her passion and dedication to not only the Nassau County Public Library System, but the community as a whole. At the Monday, June 27, 2023 meeting, the Board of County Commissioners heard a presentation from Assistant County Attorney, Abigail Jorandby, regarding possible amendments to the County's code enforcement process, including the dissolution of the Code Enforcement Board and the appointment of a Special Magistrate to hear and decide on code enforcement cases. Currently, property owners that fail to comply violations on their property within the time frame provided by a code enforcement officer are sent to the Code Enforcement Board for a determination and possible imposition of a fine/lien against the property. Under the proposal, a Special Magistrate would be appointed by the Board of County Commissioners to hear code enforcement cases and render decisions as to code enforcement violations. Typically, a Special Magistrate is a local attorney who is familiar with local government code of ordinances, code enforcement processes under Florida Statutes, rules of evidence, and quasi-judicial hearing procedures. Notably, Chapter 162, Florida Statutes, permits the appointment of a Special Magistrate and many jurisdictions throughout the State of Florida have recently moved to this process, recognizing that the legal training and experience of a Special Magistrate results in a more fair and expeditious process for all parties involved. In addition to the implementation of a code enforcement Special Magistrate, the proposed changes include the ability of the County to abate or correct violations that "threaten public health, safety and welfare or imminent destruction of habitat or sensitive resources". Thus, under this proposal, the County would have the ability to enter onto property for the single purpose of correcting a health, safety and welfare violation and to place a lien against the property to recover any associated costs. In addition, Ms. Jorandby noted that under the proposed ordinance changes, the daily fine amounts will remain the same, however, the maximum fine amount for a code enforcement lien will be limited to no more than 35% of the assessed value of the property, thereby limiting the actual total amount that a code enforcement lien could accrue. The new Ordinance would also allow the Special Magistrate to hear and decide on cases involving:

The next movie to be featured in our Summer Movie Series will be "The Princess Bride", a fairy tale about a young woman, Buttercup, and her one true love, Westley. Join Westley on an adventure as he battles the evils of a mythical kingdom in his search to find Buttercup so they can finally be reunited. The movie is rated PG and has a run time of 1 hour and 38 minutes. You can enjoy the movie from your car using a designated radio station or you can bring chairs and blankets and enjoy the movie in front of our giant movie screen. ![]() NASSAU COUNTY has an allocation of approximately $300,000 in affordable housing dollars available through the State Housing Initiatives Partnership (SHIP) Program. PROGRAMS FUNDED FOR THE 2022-2023 FUNDING PERIOD include:
Eligible applicants can only receive assistance through the SHIP Program once in a 10-year period. Applications will be available Friday, July 28, 2023, starting at 9 a.m. Applications will not be accepted after funds are exhausted. Applications will be processed “first come, first qualified, first eligible” with a priority given to Special Needs and Essential Service Personnel defined as teachers, police and fire personnel, health care personnel and skilled building trades personnel. A pre-qualification letter from your primary mortgage lender is required for submission of your application. Assistance Limits for Manufactured Home Purchases: Assistance limits are $25,000 with a maximum purchase price of 90% of the Median Home Sold Price for the last 12 months not to exceed $359,263.80 for applicants meeting the income limits. Funds may be used for closing costs, first mortgage down payment or a combination of both. The buyer must occupy the home for ten (10) years for the SHIP loan to be satisfied. A pre-qualification letter from your primary mortgage lender is required for submission of your application. Only new and existing manufactured land/home packages less than 20 years old are eligible for assistance. THE NASSAU COUNTY Grants Specialist administers the local SHIP program. Applications will be available on Friday, July 28th, 2023, at 9 a.m. and can be picked up at the address below. Individuals interested in participating in the SHIP program are encouraged to visit our website at www.nassaucountyfl.com and under DEPARTMENTS click on Office of Management and Budget then SHIP.
